AI Toolkit: State Guidance

The Digital Center for Innovation, Transformation and Equity ("Digital Center") represents a strategic approach to supporting Vision 2030 for the California Community Colleges, including leading in innovation, harnessing the power of generative AI, public and private technology partnerships, and transforming our ability to serve students as they move into an AI-powered workforce.

A HUMANS-centered approach to adopting and using AI and GenAI will allow us to guard against the negative and undesirable aspects of the technology while building out and supporting the positive uses that improve equitable student support, access, success and operational efficiencies.

The Board of Governors has engaged deeply with AI this past year and
at their retreat on April 29-30, they provided clear guidance as to their
priorities for this powerful new technology, directing the Chancellor’s
Office to investigate and establish leadership in the application of AI and
predictive analytics to enrollment management, personalized learning
and support, student pathway optimization, and data infrastructure.

The Futures Summit (9/10/24) brought together visionaries, thought leaders, educators, campus AI coordinators, and government officials for a one-day event focusing on AI in the workplace and its implications for the present and future.

This bill, sponsored by the Faculty Association of California Community Colleges, would explicitly require the instructor of record for a course of instruction to be a person who meets the minimum qualifications to serve as a faculty member teaching credit instruction or a faculty member teaching noncredit instruction, or the alternative minimum qualifications to serve as a faculty member.

The Safe and Secure Innovation for Frontier Artificial Intelligence Models Act, establishes regulations for AI model developers to ensure safety and accountability. Developers must comply with various requirements, such as implementing a shutdown mechanism, creating safety protocols, and retaining unredacted records for up to five years. The bill mandates annual third-party audits, with reports accessible to the Attorney General. Additionally, developers must report AI safety incidents and submit compliance statements to the Attorney General. The bill also includes whistleblower protections and creates a new Board of Frontier Models to oversee regulations. It introduces the CalCompute initiative to foster safe, ethical AI development and requires a report on its framework by 2026. Provisions for civil actions and public transparency are also included.
